Administrative and biographical history: From the late 19th century, responsibility for water provision in Radnorshire lay with borough and rural district councils or sanitary authorities. Following the Water Act 1945, water companies and boards began to amalgamate. The Welsh Water Authority was created in 1974, and replaced the existing water boards in Wales. In 1891, Birmingham Corporation had introduced a scheme for flooding the valleys of Elan and Claerwen, Radnorshire, to provide six reservoirs with a total storage capacity of 18,000 million gallons of water. After the approval of the Birmingham Water Act 1892, work began on three reservoirs; Caban-coch, Penygarreg and Cwm-elan. These were formally opened in 1904 and completed in 1907. The mansions of Nantgwyllt and Cwm-elan, together with 20 farms and other buildings, were flooded. An aqueduct to Frankley, near Birmingham was also constructed, as well as a railway and a new village. It was originally intended to add three further reservoirs, but only one, Claerwen, was built, between 1946-1948.
