Administrative and biographical history: The Sanitary Authorities were based on the existing Poor Law Union areas and were administered by the Board of Guardians of the Poor. Each employed a Medical Officer of Health. The functions of the Rural Sanitary Authorities such as those in Brecknockshire could include sanitary services, sewerage, refuse collection, maintaining local roads, cemeteries, parks, and licensing of public entertainments, water supply and later housing. Under the Public Health Act of 1872 the local health boards were incorporated into urban and rural sanitary authorities. There are records relating to the Crickhowell Rural Sanitary Union and to the Hay Rural Sanitary Authority.
