Administrative and biographical history: Until 1835 the parish vestry was responsible for highways. Afterwards the Highways Act enabled parishes to combine to form highway district authorities. In urban areas the local boards of health were formed after 1848 and 1858 and were dealing with highway functions. The Highways Act, 1862, allowed the justices of the peace to unite rural parishes into highway authorities administered by a board. From 1888 onwards the county councils became responsible for main roads before urban and rural district councils took over minor roads from 1894.
