Administrative and biographical history: Formed under the Local Government Act 1888, Breconshire County Council (or Brecknockshire County Council) took over many administrative duties of the Court of Quarter Sessions, such as responsibility for roads, bridges, county rates, county buildings, the police force, and licensing. In 1889, the administrative and welfare responsibilities were transferred to the first elected county council. The Local Government Act 1929 transferred to the county councils responsibility for public assistance (including out-relief, care of the elderly and infirm and children, poor law hospitals, and institutions) from the Boards of Guardians. New legislation relating to public health, agriculture, mental deficiency, highways, motor taxation and town and country planning gave substantial further responsibilities to county councils, particularly between 1919 and 1947. During the War, the county's War Agricultural Committee attempted to increase food production and modernise agriculture. In the period immediately after the Second World War, some responsibilities were transferred to the county councils from the urban and rural district councils, but, with the establishment of the National Health Service and the Welfare State, the county councils lost to central government responsibilities for major services relating to health and public assistance. The southern part of the county became part of Brecon Beacons National Park in 1957. In 1974, Breconshire was amalgamated with Radnorshire and Montgomeryshire to create the new Powys County Council, as part of the restructuring of local government.
