Administrative and biographical history: A two-tier system was created by the Local Government Act 1972, with counties controlling major public services and districts providing services suited to a smaller scale. In West Glamorgan four districts were created, including Swansea which comprised the then City of Swansea and Gower Rural District. Swansea retained the title of city which it had gained in 1969. In 1996, district councils were abolished and unitary authorities were created, Swansea City Council becoming part of the City and County of Swansea. Each of the registers is current from 16 February each year but the qualifying date for registration is 10 October the year before.
