Administrative and biographical history: Swansea County Borough Council was created in 1889. It was a rating authority, raising part of its income from the levying of rates upon the inhabitants of the borough. The amount of rate paid by individual ratepayers was dependent on the rateable value of their property, which was based on the amount of rent a hypothetical tenant could expect to pay annually. This was assessed through the process of valuation, carried out by a valuation officer and regulated by an assessment committee. Oystermouth Urban District Council was created in 1894 and was merged with Swansea County Borough Council in 1918.
