Administrative and biographical history: Civil parish councils were established by the Local Government Act 1894. Prior to 1894, parish vestry meetings were responsible for local church and civil administration, including rates, housing sanitation and schools. Parish council records can include minute books, financial statements, correspondence, copies of planning applications, and rate lists. Community councils replaced parish councils under the local government reorganization in 1974. Llanelian-yn-Rhos Parish Council was located in the county of Denbighshire until 1974, when its roles were taken over by Llanelian-yn-Rhos Community Council and Denbighshire became part of Clwyd. Until the Poor Law Amendment Act 1834, relief of the poor was the responsibility of the parish. Following the Act, parishes were grouped into Unions which were charged to provide a workhouse for the relief of the able-bodied poor. Conway Poor Law Union was formed in 1837; its operation was overseen by an elected Board of Guardians, representing its constituent parishes, including Llanelian-yn-Rhos. The parish was reponsible for assessing and collecting rates and overseeing the poor.
