CONTEXT

Administrative and biographical history: In 1964, the process of devolving power from Whitehall to Wales began when the Welsh Office was established, in Williams Way, Cardiff, Glamorgan. The new institution had a Secretary of State and two junior ministers. The Welsh Office gradually assumed responsibilities over Education and Training, Health, Trade and Industry, the Environment, Transport and Agriculture in Wales. On 1 July 1999 these powers and responsibilities were transferred to the National Assembly. The Welsh Office was staffed by civil servants; in the course of its work, it accumulated financial and other records of earlier bodies.
